Report From San Francisco Police Department Philippine Exchange
Training Consortium in the Third Global Networking Convention

The SFPD-PET Team departed on Saturday January 15, 2005 for the Philippines, on the second exchange training program . The first being in the year 2000. Since the first trip the SFPD-PET Team has hosted three separate delegations of PNP members in San Francisco.

Monday, January 17, 2005: Met with Mayor Jejomar Binay and Chief Jovie Gutierrez of Makati City, participated in flag raising ceremony. Conducted seminar on various police issues; community policing, field training program, domestic violence, complaints against officers,
history of the SFPD, cultural awareness, prison and street gangs and related activity.

Tuesday, January 18, 2005: 2nd day seminar with Makati PD: Tactical response, active shooter response and entry, critical incidents, hostage negotiations. Question and answer period. Tour of Makati City PD Headquarters. Met with Director General Avelino Razon Jr.

Wednesday, January 19, 2005: Requested to appear in House Of Congress. Met with group of about twenty plus Congresswomen ('Lady Legislators'), interacted in a highly productive and enjoyable forum on all issues surrounding domestic violence.

Introduced in Hall of Congress and met other members of Congress. Met with Speaker Jose DeVenencia.

Responded to Department of Intelligence and Security Headquarters. Met with Defense Secretary Avelino Cruz and Col. Rodolfo Santiago. Discussed emergency preparedness planning, biohazard attacks and the need for actual mock exercises. Conducted presentation to combined group of military branches.

Thursday, January 20, 2005: Inter-Island flight to Cebu -met by Col. Louie T. Oppus Chief of Lapu Lapu City PD. Check-in and register for 3rd Global Filipino Networking Convention.
Attended Governor Gwen Garcia's gala welcome reception (First Class event!)

Friday, January 21, 2005: 3rd Global Filipino Networking Convention. Set up informational booth. Prepare presentations and SFPD display.

Respond to 7th Regional Police Training Center meet with Col. Vidal and 124 police trainees. Conduct presentation on crime scene investigation and preservation, ethics, critical incident response, SFPD recruit training, question and answer period.

Attend dinner and fireworks display at Ayala Center-President Gloria Macapagal-Arroyo.

Saturday, January 22, 2005: 3rd Global Filipino Networking Convention-conference room set-up. Presentations on police training, police response to critical incidents, gang related violence and
activity.

Requested by Mayor Tomas Osmena to meet with members of Cebu City PD (apx 250-300 people). Presentation given on domestic violence, police response to critical incidents, active shooter, tactical entry formations.

Sunday, January 23, 2005: Only complete free full day. Col. Oppus, Chief of Lapu Lapu City was kind enough to spend his precious time to take us on a tour of some of the historical sights in beautiful Cebu and Mactan. Later met with Mayor Radaza and Attorney Sison of Lapu
Lapu City who hosted a seafood luncheon near the island of Polango.

Monday, January 24, 2005: Inter-island flight back to Manila. Depart for San Francisco.

Overall, this trip was highly successful in that we accomplished our primary objective--the exchange of information between the SFPD and the PNP and government officials that would benefit both our agencies and in turn the communities we serve. The added bonus was the 3rd Global Filipino Networking Convention that presented the opportunity to interact and network with important people outside the law enforcement field; business, media, law....
